The Algorithmic Leviathan
Structural, ethical, and geopolitical implications of metagovernance

The contemporary crisis of democratic legitimacy, characterized by declining trust in public institutions and diminishing state capacity, has intensified the search for alternative models of governance, among which algorithmic metagovernance has gained increasing prominence. This article examines its structural, ethical-legal, and geopolitical implications, assessing its impact on state legitimacy, citizen agency, and international order. The study adopts a qualitative, theoretical-analytical approach grounded in an interpretive paradigm; accordingly, its conclusions are confined to the domain of normative modeling. The analysis shows that algorithmic metagovernance reconfigures state power by prioritizing efficiency and predictability, recasts citizenship in data-driven terms, challenges established conceptions of justice and accountability, and generates new geopolitical asymmetries linked to technological control. The article concludes that any future implemen-tation of algorithmic metagovernance would entail a systemic transformation requiring normative frameworks capable of balancing technical rationality with human dignity, thereby preventing governmental optimization from eroding individual autonomy and political pluralism.
